Request a consultationA clear, defensible assessment of your premises.
If you are the Responsible Person for non-domestic premises in Leeds, the Regulatory Reform (Fire Safety) Order 2005 requires you to have a suitable and sufficient fire risk assessment, to act on it and to keep it under review. We carry out that assessment, record it in full and give you a prioritised action plan in plain English.
Premises we are asked about in Leeds include city centre offices, converted Victorian mills and arcades, universities and colleges, retail, and hospitality venues.
Our assessors are independently audited under BAFE SP205 and NSI Gold, and every report is checked before it reaches you. You can verify our certification directly with the certification bodies. See how we prove our competence.
Who enforces fire safety in Leeds?
West Yorkshire Fire and Rescue Service is the enforcing authority for most non-domestic premises, and can ask to see your fire risk assessment. In blocks of flats and other residential buildings, the local council also enforces the non-domestic parts, such as communal corridors and stairways.
Failing without reasonable excuse to give an inspector a copy of your assessment when asked is an offence, and the fine is now unlimited.

Fire safety audits in West Yorkshire.
In 2025/26, West Yorkshire Fire and Rescue Service carried out 1,352 fire safety audits of non-domestic premises and found 30% of them satisfactory. The England figure for the same year was 60%, so West Yorkshire was below the national rate. It served 469 enforcement or prohibition notices that year. The premises types it audited most were shops (337), factories and warehouses (237), care homes (188) and licensed premises (115).
These figures cover the whole of West Yorkshire, which includes Leeds, not one town. They are published by the government as fire statistics table FIRE1202. For the service's own advice to businesses, see its business fire safety guidance.
What happens when we assess your Leeds premises.
- An inspection of the premises and a review of how fire safety is managed, including your records and procedures.
- A full written assessment, including all of the findings, as the law now requires since Section 156 of the Building Safety Act.
- A prioritised action plan with owners and deadlines, so you can show what has been done.
- The assessor's name and our certification details on the report, so you can show who carried it out and why they were a sound choice.
- Support afterwards, to help you close actions and keep the assessment up to date.
Our office is in Stevenage, Hertfordshire, and we travel to Leeds regularly. If you have several premises in or around Leeds, or elsewhere in the region, we can plan them into one trip to keep the visits efficient.
We also provide fire strategy reports, DSEAR assessments, fire safety consultancy and on-site fire safety training.
Fire risk assessments in Leeds: your questions.
Do I need a fire risk assessment in Leeds?
If you are an employer, or you control any non-domestic premises, including the shared areas of a block of flats, the answer is yes. The law is the same across England, and West Yorkshire Fire and Rescue Service enforces it locally.
How often must it be reviewed?
The law does not set a fixed date, but the assessment must be kept under review. Many organisations review it at least once a year, and straight away after building work, a change of use, new management or a fire. See fire risk assessment or fire strategy for more.
How do I choose an assessor in Leeds?
Look for independent certification, qualifications that suit your type of building, insurance and a report you can understand. Our guide to choosing a competent fire risk assessor covers each check.
